SB 569 AN ACT relative to animal cruelty. Energy and Natural Resources Committee. SH Room 103 at 9:15 AM.
This bill will require anyone who owns 5 or more unspayed bitches to be licensed as a commercial kennel. It also brings back the “Cost of Care” bill from 2015. If a person is charged with animal cruelty, it allows for Superior Court to set a bond to pay for the care of the animals prior to the criminal case. The bond will automatically renew every 30 days until the criminal trial is over. If at any time, the owner is unable to pay the bond, the animal(s) will be forfeited. Neither the animals nor the bond monies will be returned should the owner be found not guilty in the criminal trial.
